Maryland Legislative Session Ends Without Banning Sweepstakes Gaming

Proposed Legislation Targeting Sweepstakes Games
Earlier this year, House Bill 295 was introduced with the intention of banning certain “interactive games” which law makers described as illegal. The bill specifically targeted sweepstakes offerings, claiming these games closely mimicked casino gambling but rewarded only non-cash prizes. The legislation received additional hearings in March but ultimately did not advance further.
Industry Response and Advocacy Efforts
The social sweepstakes industry voiced strong opposition to the bill, emphasizing the well-established nature of their sector and its positive contributions. Advocates argued that passing the bill would unfairly damage a legitimate industry that operates under clear consumer protections. The Social Gaming Leadership Alliance (SGLA), representing stakeholders in the field, commended lawmakers for carefully considering the issue instead of rushing to pass restrictive laws like those seen in other states.
The SGLA highlighted its efforts to address misinformation during multiple hearings and meetings, demonstrating that the social gaming sector supports robust consumer safeguards while contributing to Maryland’s economy. The organization expressed eagerness to collaborate with legislators in 2027 to formalize best practices that could benefit the broader social gaming market, potentially increasing tax revenues while maintaining player safety.
Looking Ahead: Need for Clarity and Regulation
Although the bill failed this time, the debate revealed ongoing concerns around consumer protection claims, which the SGLA attributes to pressure from powerful casino interests aiming to restrict competition. Meanwhile, the Maryland Lottery and Gaming Control Agency continues to enforce regulations by issuing cease-and-desist notices to websites it considers unauthorized, achieving some compliance among operators.
The Social Gaming Leadership Alliance supports developing clearer regulations to ensure the industry operates within the law and benefits the state economically, signaling that further legislative discussions on sweepstakes gaming will likely continue in the future.
