Brazil Considers Ending Its Online Gambling Framework

At the start of 2025, Brazil introduced a new regulatory framework for online betting and iGaming, marking a significant milestone for gambling in the country. Despite this advancement, the government is now contemplating reversing this decision just over a year later.

Proposed Legislation to Ban Online Gambling

Following comments from President Luiz InĂ¡cio Lula da Silva expressing regret over legalizing online betting platforms, federal deputy Pedro Uczai put forward Bill PL-1808/2026. This legislation aims to repeal the digital gambling laws enacted earlier and to prohibit all forms of online betting along with related sponsorships, advertisements, and transactions. If passed, this measure would effectively restore Brazil’s gambling laws to their pre-2025 state.

The proposed bill also includes provisions to actively penalize individuals or entities that violate the ban. Currently, the bill has the support of 68 members of the president’s governing party.

Concerns Over Gambling-Related Harm

Deputy Uczai justifies the bill by highlighting the negative social impacts attributed to online gambling, such as increased household debt, mental health struggles, and financial instability among Brazilian citizens. He argues that if gambling contributes to these harmful effects, it should be eliminated entirely. Alternatively, he suggests implementing far more stringent regulations should the government believe online betting has any valid purpose.

Potential Impact and Future Outlook

Although President Lula da Silva has previously expressed doubts about the legalization of online betting, the bill has yet to receive formal approval from him or other senior officials, remaining at the parliamentary proposal stage. Observers expect Brazil to maintain its move toward regulated online gambling but possibly with tighter controls.

Should Bill PL-1808/2026 gain traction, it could face opposition from powerful institutions like the Receita Federal, which support regulated online betting. Additionally, sports organizations reliant on gambling sponsorships might resist the ban due to potential financial losses.
