Kalshi and NCPG Partnership Raises Questions

Earlier in the year, the prediction market platform Kalshi partnered with the National Council on Problem Gambling (NCPG) to support trader health and safety efforts. This collaboration included a significant $2 million investment aimed at advancing the council’s programs. Despite this supportive gesture, some have questioned whether a company involved in financial instruments should be part of the NCPG community.

The Need for Consumer Protections to Keep Pace with Market Innovations

Prediction markets like Kalshi maintain that their offerings do not qualify as gambling primarily because users trade against one another rather than against a house, with market prices and odds determined by participant interactions. However, critics argue that Kalshi’s platform shares many characteristics with betting activities. This disagreement has led several states to consider regulatory measures on prediction markets, although the Commodity Futures Trading Commission (CFTC) has pushed back against some of these attempts.

Kalshi’s inclusion in the NCPG has led to confusion among some stakeholders. In response, NCPG leadership, including Executive Director Heather Maurer and Board President Derek Longmeier, reassured the public that their mission focuses on reducing gambling-related harm regardless of whether a service strictly fits gambling definitions.

The NCPG executives highlighted that platforms resembling gambling in some respects can still pose risks. They identified sectors such as betting, gaming, cryptocurrency, financial trading, and prediction markets as environments with financial risks that might impact vulnerable people.

Furthermore, the NCPG emphasized its neutral stance on gambling legalization, clarifying that it neither endorses nor opposes specific products.

Encouraging Prediction Markets to Support Gambling Helpline Initiatives

In support of its consumer protection goals, the NCPG recently introduced a new helpline number, 1-800-MY-RESET, to replace its former contact line and modernize its outreach services.

Recognizing potential harm similarities between prediction markets and gambling, the NCPG has encouraged prediction market platforms to promote this helpline. This initiative aims to assist the council in its efforts to combat compulsive engagement in gambling and related trading activities.
