Missouri is a significant hub for gambling, boasting a potential cash handle estimated at $10 billion. This lucrative market has attracted substantial financial contributions from gambling companies to political campaigns, particularly those supporting video lottery terminals. The topic of legalizing these slot-like machines has sparked intense debate within the state, including discussions about whether voters should decide their fate through a statewide referendum.

Major Donors in Missouri’s Gambling Industry

Two of the leading contributors to political campaigns in Missouri’s gambling sector are J&J Ventures and Torch Electronics. Since the beginning of 2025, both companies have increased their donations by approximately 50% compared to the 2023–24 election cycle. Records from the Missouri Ethics Commission reveal that J&J Ventures has donated a total of $3.5 million to political campaigns in Missouri since 2015, with over half of this amount given in just the past year.

Andy Arnold, a lobbyist representing J&J Ventures, explained that the company directs its financial support toward candidates who share its policy goals. He emphasized that political contributions are strategic, enabling the company to engage directly with policymakers and address issues important to its business interests.

On the other hand, Torch Electronics, which halted its gray market video gaming machine operations in April due to pressure from the state Attorney General, has contributed $1.3 million, up from $878,000 in the 2023–24 period.

Other gaming stakeholders, including video game operators, casinos, and sports betting groups, have collectively donated over $4 million to Missouri’s political campaigns since early 2025. Notably, $3.4 million of these funds were funneled into legislative campaigns, representing nearly one-eighth of the total reported contributions supporting legislative candidates. It’s important to note, however, that not all funds are directly connected to the ongoing debate regarding video lottery terminals.

Key Recipients of Gambling Industry Contributions

Numerous Missouri politicians have benefited from donations by gambling companies. Among them, Senator Jason Bean, a Republican from Holcomb, stands out. He is poised to become the state Senate president pro tempore in 2027 and has received the highest gambling-related donations in the Senate since early 2025. His campaign and related PACs have collectively reported contributions totaling $209,294. J&J Ventures alone donated $120,000 directly to Bean’s PAC, with additional support from J&J-affiliated PACs amounting to $40,000. Furthermore, political action committees controlled by former House Speaker Steve Tilley, who lobbies for Torch Electronics, contributed $25,794.

Senator Bean has been an outspoken supporter of introducing video slot machines in Missouri. He projects that the state could accommodate up to 35,000 video lottery terminals, potentially generating around $10 billion in annual gaming activity and $600 million in state revenue—figures comparable to those seen in Illinois.

Other notable beneficiaries of J&J Ventures’ donations include Senator Curtis Trent from Springfield and State Representative Bill Hardwick from Dixon. Both Republicans have endorsed legislation to bring video lottery terminals to Missouri.

Interestingly, even some legislators who oppose the video lottery terminal bill have received funding from gambling interests. For instance, outgoing Senate President Pro Tem Cindy O’Laughlin has accepted $5,300 for her campaign from various gambling-associated sources, including a $4,800 donation from a PAC funded by J&J Ventures and controlled by lobbyist Andy Arnold.

These financial contributions occur amid ongoing legislative discussions in Missouri about raising casino taxes and increasing entry fees to offset declining revenues.
