White Earth Nation Proposes $176 Million Casino Complex Near Moorhead

White Earth Nation Announces Ambitious Casino and Hospitality Project
The White Earth Nation has unveiled plans for a major casino and hospitality development near Moorhead. This comprehensive project aims to boost the local economy while providing a range of entertainment and lodging options. The tribal nation recently released a report detailing the anticipated benefits and potential challenges associated with the plan.
Major Investment and Job Creation Expected from the Moorhead Casino Project
The casino and hospitality complex is planned on land the tribe acquired in late 2024, located conveniently close to Interstate 94 and Highway 336. The land purchase involved over 280 acres and cost nearly $4 million. The development will be designed as a full-scale entertainment destination, featuring gaming facilities, accommodations, and event spaces.
According to a study by a consulting firm specializing in tribal gaming, the total construction cost is projected at approximately $176.8 million. Key features include a large casino floor equipped with hundreds of slot machines and several table games. In addition, the site will host a hotel with around 200 rooms, a sizable ballroom, meeting rooms, multiple dining options, bars, and retail outlets. Parking facilities and an RV park will also be part of the complex.
During construction, hundreds of jobs are expected to be created with competitive wages for the sector. Once operational, the venue could employ around 600 full-time staff and over 100 part-time workers. Full-time employees are anticipated to earn average annual salaries exceeding $50,000, which is expected to spur income growth in the local community.
Projected Visitor Traffic and Economic Impact
The casino is forecasted to attract over one million visitors annually, the majority of whom are expected to come from outside Clay County. This significant visitor influx is anticipated to benefit not only the casino but also surrounding businesses, particularly in hospitality and retail sectors. Analysts estimate the economic impact could exceed $175 million for the region and approach $245 million statewide.
From a fiscal perspective, the project is projected to generate more than $25 million annually in tax revenue for various levels of government. However, it will also come with increased costs, including an estimated $1.4 million annually to support additional public services such as law enforcement and emergency response.
Environmental Considerations and Project Approval Process
Environmental concerns have been raised, particularly regarding the protection of a regional aquifer that supplies water to neighboring communities. Tribal leadership has emphasized the importance of safeguarding water resources and plans to address these issues as development progresses.
While the forecasts for the project are promising, it is not yet finalized. The casino requires federal approval to have the land placed into trust and to reach a gaming compact agreement with the state. Until these approvals are secured, the timeline for construction remains uncertain.
