Carrie Vera Gutierrez, who owned a gaming establishment on the North Side of Bexar County, Texas, has been arrested after police raided her business about a month ago. The venue, known as Blessed Sweepstakes, was targeted in an operation linked to illegal gambling activities.
Details of the Police Raid
On March 31, deputies from the Bexar County Sheriff’s Office conducted a raid at Blessed Sweepstakes. Authorities described the site as an illegal gambling operation. During the intervention, three staff members—Anthony Vera (51), Alissa Arenas (23), and Kambry Ybarra (27)—were detained and faced charges related to illegal gambling, while eight additional individuals were issued citations.
The sheriff’s department explained that the establishment operated outside the law by awarding game winners with beads that represented specific cash values. These beads could be exchanged for U.S. currency, which constitutes a form of payout prohibited under Texas law. This setup was deemed to promote and maintain illegal gambling.
Investigators seized approximately 50 video slot machines, $5,445 in cash, along with other gambling-related devices and materials during the raid. Gutierrez was not present at the site when the search took place. She was later apprehended and released on bond.
Charges Against Gutierrez
Court documents reveal that Gutierrez faces multiple charges: engaging in organized criminal activity (a state felony), possession of gambling equipment, promotion of gambling, and maintaining a gambling venue—all but the first being classified as Class A misdemeanors.
Legal Status of Gambling in Texas
Gambling laws in Texas are generally restrictive, making most gambling activities illegal. Gutierrez has stated that she believed her operation was lawful, noting that local authorities were aware of her business and that she held a certificate of occupancy for the premises.
While gambling is largely prohibited, there have been ongoing discussions to potentially broaden its legality in the state. However, efforts towards expanding casino gaming have stalled, as Texas Governor Greg Abbott has shown reluctance to approve such initiatives. Concerns over gambling addiction and the integrity of sports have been key points of opposition.
Currently, legal gambling options in Texas are limited to the Texas Lottery, parimutuel betting on horse and greyhound races, various raffles, and three Native American casinos operating within the state.
