Pennsylvania Gaming Control Board Imposes Fines on Three Operators and Bans Eight Individuals from Gambling

Fines Issued to Three Gaming Operators Totaling $180,000
The Pennsylvania Gaming Control Board (PGCB) recently announced the imposition of fines on three separate gaming operators following its latest monthly public meeting. These penalties were part of four consent agreements approved by the PGCB’s Office of Enforcement Counsel (OEC), culminating in a total of $180,000 in fines.
Greenwood Gaming and Entertainment was fined twice, facing a combined penalty of $80,000. One $40,000 fine was imposed for allowing underage individuals to access its gaming areas and participate in slot machine and table game play on three distinct occasions. The second $40,000 fine related to the employment of five unlicensed workers who had access to personal information of iGaming account holders via the operator’s betParx platform.
Wind Creek Bethlehem received a $50,000 fine due to failures in adhering to Know Your Customer (KYC) regulations. These shortcomings were linked to fraudulent withdrawals amounting to $92,000 from suspicious iGaming accounts.
Another $50,000 fine was given to YFS Sub, a subsidiary of Yahoo Fantasy Sports and operator of fantasy contests. This penalty was imposed because the operator did not notify the PGCB or obtain the necessary approval when there was a change in control over its license.
Eight Individuals Added to Gambling Exclusion List
Additionally, the PGCB revealed that it has added eight individuals to its involuntary exclusion list. This designation bans them from participating in regulated gambling activities across casinos, online sportsbooks, and video gaming terminals (VGT) in the state.
The specific reasons for these exclusions were not detailed by the PGCB, though exclusions often involve issues such as leaving children unattended while gambling or other regulatory breaches.
This update brings the total number of individuals currently barred from gambling venues to 1,463.
Next Meeting and Recent Enforcement Actions
The PGCB announced its upcoming meeting is scheduled for June 17, where further regulatory actions may be discussed.
Earlier this year, the board also fined BetMGM $100,000 for lapses in anti-fraud measures and Know Your Customer processes across its betting services, demonstrating ongoing enforcement to maintain integrity in Pennsylvania’s gaming industry.
