Senate Bill 1589 addresses multiple aspects of gambling but primarily focuses on sweepstakes casinos. These entities utilize a dual-currency system to provide casino-like games, presenting them as promotional contests to the public. On May 14, the Oklahoma Senate passed the override with a 34-10 vote, followed by the House’s 68-19 approval, thus countering the governor’s earlier rejection.
Governor Stitt had dismissed the bill for potentially criminalizing popular entertainment apps used daily by many. He also argued that the legislation was too broad, generating uncertainty among legitimate businesses and potentially stifling innovation and investment within Oklahoma.
Despite the governor’s concerns, supporters in the legislature contended that the bill is crucial for preserving Oklahoma’s existing gaming framework and honoring agreements with tribal gaming partners. The law now explicitly labels sweepstakes and other dual-currency gambling formats as unauthorized gambling, closing previous loopholes that allowed these operations to function.

Oklahoma joins other states in strengthening regulation, following examples like Indiana, where Governor Mike Braun signed House Bill 1052 earlier this year to prohibit dual-currency model games.
