Workers at Ocean Downs Casino Face Pay Dispute Amid Rising Costs

Employees at Ocean Downs Casino have reached an impasse with management over wage negotiations. Represented by Unite Here Local 7, workers are contemplating strike action as summer, the casino’s busiest season, begins. The parent company, Churchill Downs Incorporated, has not yet met the union’s demands for fair pay.

Potential Impact of a Summer Strike

Local reports highlight that after nearly seven months of bargaining, the union members rejected the casino’s final wage offer. Many workers express frustration, stating their current wages do not keep pace with living expenses. Most non-tipped employees earn around $15 an hour, with annual salaries under $33,000.

Though the company proposed increasing wages to $15.90 per hour, workers argue this remains insufficient given the cost of living. Over the weekend, employees and their supporters demonstrated outside the casino to demand fair compensation. Union representatives have warned that additional actions may take place if negotiations do not progress.

According to Tracy Lingo, president of Unite Here Local 7, the company’s last proposal left workers feeling deeply disappointed after months of discussions.

The timing of this dispute is particularly critical for Ocean Downs, which depends heavily on summer visitors. A strike could severely disrupt operations during this peak period. While no strike date has been announced, the possibility remains on the table.

Challenges with Wages and Cost of Living

The conflict underscores longer-term issues within the regional gambling industry. Union leaders emphasize that casinos had pledged to provide stable, family-supporting jobs in Maryland and contribute regularly to community programs like education. Yet many employees continue to struggle with rising living costs.

Research cited by the union shows that the wages at Ocean Downs fall short of a realistic living wage for surrounding communities. This gap has forced numerous workers to take on additional jobs to cover their basic expenses.

Management at Ocean Downs has mostly remained silent on the ongoing negotiation stalemate, which frustrates the workers. The union continues to call for renewed discussions while preparing its members for the possibility of escalating the dispute if necessary.
