Manchester Authorities Approve Expansion of Revo Casino
The Manchester Zoning Board of Adjustment in New Hampshire has given the green light to Revo Casino’s plan to build a larger casino on the site of its existing building as well as extend onto two additional lots. This approval comes after more than two years since the initial expansion proposal was submitted in 2024.
The decision was not guaranteed, especially given the recent rise in local opposition to casinos, with several communities supporting legislation aimed at preventing new casino establishments within their jurisdictions. Despite these challenges, the board approved several variances to accommodate the casino’s needs, including adjustments for front-yard setbacks, lot coverage limits, parking placement, and the required number of street entrances.
These variances were necessary due to updates in the city’s zoning ordinance, which serves more as a form-based code but does not specifically account for casinos. The closest zoning classification to casinos is shopping centers; however, casinos differ significantly as they often limit access points and have minimal window transparency for security reasons.
Changes Planned for Nearby Properties
The neighboring property at 1265 South Willow Street, currently housing a Sunoco gas station and a Dunkin’ Donuts, has also requested zoning variances such as modifications to lot coverage and front yard setbacks. According to Engineer Brian Pratt of Fuss & O’Neill, the property owners see the new casino project as a catalyst for upgrading their dated facilities.
The gas station plans to reduce its fuel pumps from eight to six and is set to request permission from the Board of Mayor and Aldermen for additional landscaped green space along South Willow Street. This would match a similar landscaping agreement already established for the casino property nearby.
Dick Anagnost, who owns the Revo Casino property, supports these developments. He highlighted design changes that will better harmonize the neighboring building with the casino’s new look, including a planned boulevard-style cut-through from South Willow Street intended to improve traffic flow in the area.
