Lumbee Tribe Explores Casino Development to Boost Economy

The Lumbee Tribe is currently examining the possibility of establishing a casino near Interstate 95, one of the busiest highways along the East Coast. This decision could have a significant impact on the tribe’s economic future. A constitutional amendment related to this plan has successfully passed through the committee phase and is now slated for a vote by the Tribal Council. If the council approves it, the tribe’s members will then decide whether to proceed with the gaming initiative.

Economic and Community Benefits of Tribal Casinos

Many within the Lumbee community believe that opening a casino would offer more than just financial gain. The initiative builds on the tribe’s recent progress in their long pursuit of federal recognition—a status that would unlock access to federal funds and new avenues for economic development, including expanded gaming opportunities.

The proposed casino would be located on a 240-acre site in Robeson County, adjacent to Interstate 95. This strategic location, situated on a major corridor connecting the Northeast to Florida, presents an opportunity to draw travelers and tourists. Revenue generated from the casino could support public services, infrastructure projects, and create much-needed jobs in an area that has struggled economically.

Other tribal casinos in North Carolina provide successful examples. The Cherokee Nation’s casinos in the western part of the state have become significant sources of employment and economic growth. Likewise, the Catawba Nation has established gaming operations that contribute to their community’s prosperity. A casino run by the Lumbee tribe could follow a similar path by leveraging its prime location.

Varied Opinions on the Proposed Amendment

Lumbee leadership recognizes the potential financial upside of casino gaming but emphasizes that the amendment includes broader reforms. Tribal Chairman John Lowery points out that a key goal of the changes is to solidify the tribe’s recognition status and notes that launching a casino is just one option among many.

The amendment would empower the chairman and Tribal Council to negotiate and approve agreements related to the casino, such as partnerships, oversight arrangements, and regulations. Proponents argue that this framework will expedite the process while ensuring that the tribe’s members retain final approval through a direct vote. If the amendment passes the council, a referendum could be held as early as this summer.

“I’m looking at the membership to give us a mandate about whether we will do this. It’s about giving as many people the opportunity to vote as possible.”

Alex Baker, Lumbee Tribal Council representative

Nevertheless, the proposal faces opposition from some tribal members who fear that the amendment might centralize too much authority within a small group of leaders, reducing the wider community’s influence over major decisions. The forthcoming vote is expected to attract thousands of participants, highlighting the importance and divisiveness of the issue regardless of the final outcome.
