Investigation into Norsk Rikstoto After Glitch Causes Unpaid Bets

Background of the Incident
Norsk Rikstoto, the state-owned horse racing betting operator in Norway, is currently under investigation by the Norwegian Gambling Authority (Lotteritilsynet). This inquiry follows a technical glitch that allowed thousands of bets to be placed without receiving any payment during two separate events earlier in the year.
Details of the Malfunction
The first malfunction happened between February 3 and 5, during which over 5,000 customers placed a total of 23,716 bets. These bets were accepted into betting pools even though no money was deducted from the players. Consequently, these wagers were treated like valid entries, making them eligible for payouts despite the absence of any stake money.
A similar issue recurred on March 25. However, the gambling authority was only notified of this second incident on April 15, which was past the required 72-hour notification window for serious events. The regulator followed up on April 20 requesting clarification for the delayed report, questioning the lack of triggered loss limits in the second case, and seeking confirmation on whether initial inquiries into the February incident had been thoroughly addressed.
Financial Impact and Ongoing Concerns
The financial losses due to these system failures are estimated to fall between EUR 100,000 and EUR 200,000 (roughly $117,000 to $240,000). However, the actual loss might be greater when considering payout arrangements and reinvested winnings, with Norsk Rikstoto yet to share exact figures.
Regulatory Stance and Actions
Lotteritilsynet has emphasized that all gambling activities must involve a paid stake, explicitly forbidding free bets and credit betting under Norwegian law. The regulator is investigating whether the prize pools were calculated as if the unpaid bets were paid, which could have skewed payouts for all bettors. Additionally, they are probing the absence of loss-limit violations in the second incident and whether prior investigations were fully concluded.
A comprehensive report from Norsk Rikstoto regarding both cases has been requested by the authority. Depending on the findings, regulatory measures may be enforced once the investigation concludes.
Technical Challenges and Wider Implications
The glitches occurred following Norsk Rikstoto’s transition to a new betting platform provided by Betmakers, a change that seems to have introduced persistent technical problems. Industry watchers warn that recurrent malfunctions like these could reduce funds available for organizations benefiting from betting revenues, increase regulatory pressure, and erode player confidence.
Previous Regulatory Issues
This is not the first time Norsk Rikstoto has faced regulatory scrutiny. In late 2025, the Norwegian Gambling Authority penalized the operator after it allowed more than 800 customers to exceed their established loss limits, highlighting ongoing compliance challenges.
