Evaluating the Impact of Gambling in Hawaii

A Hawaii-based gaming group is examining whether the financial gains from legalizing gambling justify the social challenges often linked to this activity. The goal is to carefully assess if the revenue benefits outweigh the possible downsides.

Senator Lynn DeCoite, who co-chairs the state’s Tourism and Gaming Working Group (TGWG), has a personal perspective on the issue, as her own father is a gambler.

DeCoite openly shared her mixed feelings, expressing curiosity and concern about gambling’s influence on people close to her.

The Advantages and Disadvantages of Gambling

During a recent meeting, the group engaged with industry experts who highlighted the positive economic impact of gaming. These include the support of approximately 1.8 million jobs nationwide, generating an estimated $125 billion in revenue by 2025, and contributing $52 billion in tax revenue to states.

Tres York, Vice President of Government Relations for the American Gaming Association, emphasized that many states allocate gambling tax revenue toward education, infrastructure improvements, public safety, and other critical community needs.

Senator DeCoite sees potential for gambling revenue to assist in disaster relief efforts, referencing recent natural disasters like wildfires and storms in Hawaii.

However, the group also expressed significant worries about the increase in crime, domestic violence, and gambling addiction often linked to problem gambling behaviors.

Robust Monitoring Systems to Protect Players

Boyd Gaming, owner of popular casinos frequented by Hawaiians, stresses its commitment to monitoring player behavior through reward programs designed to detect any unusual activity. Their close relationships with regular patrons further support their ability to identify when issues arise.

Paul Anderson, Boyd Gaming’s Senior Vice President of Industry and Government Affairs, explained that staff such as bartenders and floor employees build strong bonds with customers, enabling early recognition of concerning patterns.

Senator DeCoite noted that her father, described as a cautious gambler, is tracked through his player’s card by Boyd, ensuring responsible gambling habits are observed.

Tres York added that regardless of Hawaii’s decision on legalizing gambling, the experiences from the 48 states with regulated gaming offer valuable insights for designing effective regulations and consumer protections.

The Tourism and Gaming Working Group is expected to submit their final report with findings and recommendations to lawmakers ahead of the next legislative session.
