New CEO: Ciarán Carruthers Takes the Helm
Ciarán Carruthers has officially been named as the new CEO of the GCGRA. Bringing extensive experience from the casino sector, Carruthers aims to support and drive the ongoing growth of the UAE’s gaming market. His leadership is expected to contribute significantly to the maturation of this emerging industry.
In his new role, Carruthers is tasked with advancing the authority’s goal of establishing a transparent, responsible, and world-class regulatory system for commercial gaming in the UAE.
With a strong background, Carruthers has previously been involved with major casino operators such as Crown Resorts in Australia. He played a key role in helping Crown regain its full licensing approvals during challenging times. He also managed large operations at Wynn Macau and has been a committed advocate for responsible gaming and elevated industry standards.

Following Mullally’s departure, GCGRA chair Jim Murren stepped in as interim CEO. With Carruthers now at the forefront, Murren is set to resume his prior chair responsibilities.
Commitment to Advancing UAE Gaming Regulations
Jim Murren expressed confidence in Carruthers’ ability to lead the authority forward, saying that his experience and vision will be crucial in enhancing the UAE’s regulatory framework for commercial gaming.
Ciarán Carruthers also shared his enthusiasm about joining GCGRA, highlighting the UAE’s ambition to become a global leader in setting modern and responsible gaming regulations.
