Tennessee has taken a definitive stance against online sweepstakes casinos following the signing of Senate Bill 2136 by Governor Bill Lee. This legislation aims to prevent sweepstakes-based gambling platforms from operating within the state.
Understanding the Dual-Currency Model Prohibition
The law targets platforms that operate using a dual-currency system. These services allow players to purchase one type of virtual currency while also receiving a secondary currency for free through bonuses or promotional offers. Players use these currencies to engage in casino-like games, with the opportunity to win prizes redeemable for cash or equivalent value.
Under this new regulation, such dual-currency systems that simulate casino gaming—including slots, poker, table games, bingo, and unauthorized sports wagers—are no longer permitted in Tennessee. However, the law does not restrict authorized gambling activities like legal sports betting, fantasy sports, the Tennessee Education Lottery, nonprofit gaming, or free-to-play games that do not involve wagering real money.
Tennessee Joins Other States in Regulating Sweepstakes Casinos
This legislation places Tennessee among several other states that have chosen to limit or ban sweepstakes casino operations. States including New York, New Jersey, California, Connecticut, Indiana, Iowa, Maine, and Montana have introduced similar policies over recent years. Many operators have ceased their services in these regions either voluntarily or due to regulatory enforcement.
Prior to the enactment of this law, Tennessee’s Attorney General initiated enforcement actions by issuing cease and desist orders to numerous sweepstakes casino operators, resulting in many businesses withdrawing from the state. While the impact on residents is expected to be minimal since many major sweepstakes brands had already left, this law strengthens the state’s capacity to regulate and enforce compliance effectively.
With this legislation now in effect, Tennessee firmly prohibits online sweepstakes casino operations, aligning itself with a broader national movement toward stricter online gambling regulation.
