Donation of $50,000 from Sweepstakes Casino Parent Company Raises Concerns

Illinois Senate President Don Harmon, a key figure in state politics, is currently at the center of a controversy involving a significant political donation received by his primary election committee. The committee, named Friends of Don Harmon, accepted $50,000 from ARB Interactive, the parent company of Modo, a sweepstakes gaming operator.

This contribution has drawn criticism as Modo is under investigation by state regulators, making the donation highly contentious. The funds were transferred following a brief meeting between Senator Harmon and representatives of ARB Interactive. The contribution was processed by the company’s Miami office and labeled under “2025 Pledge” according to information from the State Board of Elections.

In addition to this, Harmon received another substantial donation of $250,000 in March from the Sports Betting Alliance, an organization advocating for online sports betting and gambling.

Regulatory Action Against Modo

Shortly after the contribution, the Illinois Gaming Board issued a cease-and-desist order targeting Modo. The regulator stated that Modo was operating an unlicensed online casino, offering slot machines and table games to Illinois residents in violation of state law.

The board clarified that Modo lacked the necessary licenses or authorization required to legally provide online casino services within Illinois.

Earlier in the year, the Arizona Department of Gaming also declared Modo an illegal gambling operation and filed a federal lawsuit alleging predatory practices. This legal case is still ongoing without a final judgment.

ARB Interactive has contested the Illinois Gaming Board’s position, presenting its own legal arguments suggesting that Modo’s operations comply with state regulations. The company also affirmed that all political donations made by or on its behalf followed the existing campaign finance laws.

Donation Funds to Be Redirected to Charity

In response to the regulatory scrutiny and media coverage, Senator Harmon’s office announced plans to donate the $50,000 contribution to a charitable organization. A spokesperson reiterated Senator Harmon’s longstanding cautious stance on expanding gambling, emphasizing his concerns about widespread slot machine availability.

Despite the regulatory challenges, Modo’s website remains accessible to players in Illinois as the legal and regulatory processes continue.
