Impact of Increased Gambling Taxes on Dutch Lottery

The Dutch Lottery has voiced strong concerns about the recent rises in gambling taxes in the Netherlands, highlighting how these increases have severely affected the industry. According to Arjan Blok, the CEO of the Dutch Lottery, higher taxes have weakened the sector, resulting in less funding available for societal causes. He stressed that these tax hikes make legal lottery offerings less appealing and give illegal gambling markets more power.

Performance Challenges in 2025

Reflecting on the Dutch Lottery’s 2025 performance, Arjan Blok noted that despite challenges, the lottery remains a key player balancing entertainment, responsibility, and public benefit. Millions of participants continue to engage with lottery products. However, tighter regulations and tax increases have constrained revenue growth. The Netherlands increased its gambling tax rate from 30.5% to 34.2% last year and further up to 37.8% this year.

These changes led to the Dutch Lottery generating 025 million euros (approximately $798.7 million), marking a 5% decline compared to the previous year. At the same time, the company recorded a net loss of 7.7 million euros (around $8.93 million), contrasting sharply with a net profit of 30.9 million euros ($35.8 million) in 2024.

Opposition to Additional Tax Hikes

Blok warned lawmakers that raising taxes further could undermine the competitiveness of legal gambling. Higher tax burdens reduce prize attractiveness and product offerings, pushing players towards illegal markets. This shift not only harms the legal sector but also diminishes the financial support that gambling traditionally provides for public causes.

Recent data from the Kansspelautoriteit reveals that less than half of the total gross gaming revenue is now generated through legal channels, a decrease in the channelization rate. Blok advocated for regulatory efforts to focus on disrupting illegal gambling operations rather than imposing additional restrictions or taxes on lawful providers.

He called for restraint regarding future tax increases, emphasizing that any further hikes would threaten the delicate balance between responsible gambling regulation and funding for charitable initiatives. Blok also pointed out that those most vulnerable to exploitation are often the people who resort to playing in unregulated markets.

Meanwhile, the Dutch government is deliberating the potential introduction of stricter advertising controls within the gambling sector, including discussions about a complete ban on gambling advertisements—a measure that has sparked considerable debate.
