The Alcohol and Gaming Commission of Ontario (AGCO) has imposed a substantial monetary penalty on Great Canadian Casino Resort Toronto due to breaches of the province’s gaming regulations. The penalty stems from an event that occurred in September 2024 involving unauthorized activities on the casino premises.The Unplanned After-Party Incident
In September 2024, the casino allowed an unplanned after-party to take place on its gaming floor in the early hours of the morning. This gathering was not part of the original event schedule and arose spontaneously following a large electronic dance music event held at a theatre adjacent to the casino. The initial event attracted thousands of attendees and was characterized by heavy intoxication, disorderly conduct, and numerous criminal and medical emergencies, overwhelming the resources of on-duty police officers. After the main event ended on September 27, the performing artist Boris Brejcha requested permission to host an after-party within the active gaming area of the casino. The casino management approved this request, permitting Brejcha and over 400 guests to continue their festivities on the gaming floor. During the gathering, guests exhibited unruly behaviors, including one individual climbing on top of a slot machine, raising serious safety concerns.Violation of Safety and Reporting Protocols
The AGCO determined that hosting the unsanctioned after-party on the gaming floor breached important safety protocols and compromised the integrity of the casino environment. Additionally, the casino failed to report incidents arising from the after-party to the regulatory authorities in a timely manner, further aggravating the situation.Consequences and Penalties Imposed
As a result of these critical violations concerning operational standards, incident management, staff competency, and handling of disturbances, the AGCO levied a total fine of CAD 350,000 (approximately $256,033) against Great Canadian Casino Resort Toronto. The fines were divided as follows:- CAD 125,000 for failure to promptly report incidents.
- CAD 100,000 for insufficient staffing and inadequate employee training to manage the after-party effectively.
- CAD 125,000 for failing to ensure removal and reporting of individuals involved in causing disturbances.
