Incident Overview and Arrest Details

Authorities from Delaware’s Division of Gaming Enforcement have announced the arrest of a woman involved in an assault at Bally’s Dover Casino. The altercation took place on March 14, initiated by a dispute at a craps table. A male player reportedly struck a female player with cash, leading the woman, identified as Jacklyn Twitchell, a former Bally’s employee, to use a handgun to strike him in the face. Twitchell left the casino without cooperating with security but later surrendered to Delaware State Police on March 20.

Following her surrender, Twitchell faced multiple charges, including second-degree assault, carrying and using a concealed deadly weapon during a felony, and aggravated menacing. She was held at Sussex Correctional Institution with a cash bail set at $26,000. The condition of the man injured has not been made public.

Investigation and Casino Security Concerns

The Division of Gaming Enforcement, responsible for regulating Delaware casinos and investigating internal crimes, is handling the case. Though Twitchell’s past employment at Bally’s Dover Casino is confirmed, details regarding her departure remain unclear. How she managed to bring a firearm onto the casino floor is also unknown, especially given that weapons are generally prohibited in such private venues despite Delaware’s concealed carry laws for licensed individuals.

Bally’s Dover Casino, known for its slot machines, table games, and racing track, maintains strict security measures to prevent weapon-related incidents. Occurrences of violence involving firearms in the casino are extremely rare, making this event unusual, particularly because it happened during a craps game.

Context and Related Incidents

Fortunately, no gunshot wounds resulted from this incident. However, a recent tragic event occurred outside another Bally’s location, where a teenage boy was fatally shot following an argument at Bally’s Kansas City Casino parking lot last month.
