Wisconsin has taken a major step forward by legalizing online sports betting, specifically through its tribal casinos. While the launch of the online market will take some months to materialize, the state has paved the way for its tribes to offer online wagering under its existing tribal gaming regulations.

Legislative Background and Purpose

In the previous year, Wisconsin lawmakers introduced Assembly Bill 601 to establish rules for online sports betting, a market not previously legal despite the state allowing sports betting and casino gaming on tribal land. Proponents of the bill, including Representative Tyler August, emphasized the need for regulation to safeguard Wisconsin’s economy. They cited growing concerns about unregulated gambling options such as the national prediction markets, which operate across all states and provide an alternative to local sportsbooks that must comply with strict regulations.

Governor’s Support and Tribal Collaboration

Governor Tony Evers signed Assembly Bill 601 into law, marking the state’s commitment to launching legal online sports betting soon. The legislation permits only tribes to offer online sports betting, requiring that online servers be located on tribal lands, reflecting a strategy similar to that used in Florida.

Governor Evers highlighted the importance of unity among Wisconsin’s 11 tribes, stating that his support hinged on all tribes agreeing to cooperate on this initiative. Although initial discussions saw differences, the tribes have since been engaged in negotiations to reach a consensus.

Economic and Social Impact

Under the terms of the state’s tribal compacts, a portion of the revenues generated from online sports betting will be shared with Wisconsin. These funds are expected to aid important public health efforts, including programs focused on mental health and combating opioid addiction.
