Washington lawmakers are moving forward with a bill aimed at regulating sports betting within the state, with a special focus on collegiate events. The proposed Senate Bill 6137 (SB 6137) seeks to modify existing betting rules to allow wagering on college sports while continuing to restrict betting activities to tribal casinos. The legislation also addresses growing concerns surrounding proposition bets.

Legislation Seeks Balance Between Market Growth and Athlete Protection

Recently passed by the state legislature, SB 6137 now awaits approval from Governor Jay Inslee. If enacted, it would permit sportsbooks in Washington to offer bets on college games, including those involving local teams. However, the bill specifically prohibits betting on individual player performances at Washington colleges to prevent undue influence and protect athletes.

The bill also bars wagers connected to coaching choices, referee calls, or other strategic decisions during games involving state teams. The intent is to uphold the integrity of collegiate sports while allowing regulated and responsible betting options.

Additional safeguards in the bill include criminalizing the use of insider information for betting, attempts to bribe athletes, or efforts to manipulate game outcomes through financial incentives. Harassment or threats against players, coaches, or officials linked to betting activities would also be punishable offenses.

Debate Over Proposition Bets Continues to Stir Controversy

Washington’s initiative reflects a broader national debate regarding the regulation of proposition or “prop” bets. Other states like Massachusetts are considering bans on all prop and live bets to mitigate gambling-related harms and protect sports integrity.

Concerns about prop bets have grown following recent investigations in professional sports, notably involving Cleveland Guardians pitchers Luis Ortiz and Emmanuel Clase, who faced suspensions amid inquiries into irregular betting patterns across state lines. These incidents have raised alarms about the vulnerability of certain betting markets to manipulation.

Ohio Governor Mike DeWine has also voiced concerns that micro proposition bets could increase the risk of tampering with sporting events. The push for new regulations aims to balance the demand for betting entertainment while ensuring athletes are shielded from added pressure and potential exploitation.
