Virginia Achieves Record-Breaking Sports Betting Revenue in November 2025

Virginia’s Sports Betting Revenue Sets New High
The Virginia Lottery, responsible for overseeing the state’s sports betting activities, has released its latest monthly performance report for November 2025. The figures reveal an unprecedented level of revenue, showcasing significant growth in the sports wagering market within the state.
Revenue Hits $95.3 Million, Dominated by Mobile Betting
Virginia’s adjusted gross sports betting revenue for November 2025 reached an all-time monthly high of $95.3 million. A substantial portion of this income was generated through mobile platforms, with fourteen authorized mobile sports betting operators contributing $95.1 million. In comparison, only $193,052 was earned by the three land-based casinos that are permitted to accept sports bets.
The overall sports betting handle — the total amount wagered — for the month was $798.9 million, marking a 5% increase compared to the previous year. Mobile bettors placed $793.6 million in wagers and cashed out winnings totaling $694.6 million. Meanwhile, wagers at the state’s three licensed casinos totaled $5.3 million, with payouts close to $5.1 million. This results in a calculated hold percentage of 12.42% for November.
Sports Betting Operators Contribute $14.3 Million in Taxes
According to Virginia law, sports betting operators are taxed at a rate of 15% on their licensed revenue. In November, ten out of the fourteen mobile operators alongside the three casinos reported positive adjusted gross revenue. Collectively, these operators contributed $14.3 million in tax payments for the month.
The bulk of these taxes, 97.5%, is allocated to Virginia‘s General Fund, which received approximately $13.9 million in November. The remaining funds, around $357,865, support the Problem Gambling Treatment and Support Fund, aimed at providing assistance and programs for gambling-related issues.
