Virginia Lawmakers Revisit Online Casino Legalization
Virginia legislators are once again exploring the possibility of legalizing online casinos, commonly known as iGaming. This initiative carries the potential for significant economic benefits but also brings concerns about regulatory challenges and the need for appropriate oversight.
Economic Potential and Regulatory Plans Under Discussion
During a meeting on August 19, the Joint Subcommittee focused on iGaming, highlighting plans to establish the Virginia Gaming Commission. This new regulatory body would oversee all forms of gambling within the state, ensuring proper governance.
Proponents of iGaming argue that Virginia is currently missing out on substantial revenue opportunities. Representative Marcus Simon, a Democrat from Fairfax, estimates that legal online gambling could generate over $5 billion in taxable revenue across five years. He emphasizes that bringing players away from unregulated offshore gambling sites would create a safer and more accountable environment for Virginians.
Simon’s proposal suggests that online casinos operate through partnerships with licensed local casinos, ensuring oversight and accountability at a state level. Revenue from licensing fees and taxes would fund the regulatory framework and support programs aimed at preventing and managing gambling addiction. Simon also noted that gambling already occurs in Virginia, so regulation would channel existing demand into a controlled and secure system.
Health Concerns and Safeguards
Despite the economic promise, public health professionals urge caution. Keith Whyte from Safer Gambling Strategies highlighted the increased risk of addiction among young men when gambling shifts online. He cited New Jersey’s approach, which includes tools such as deposit limits and personalized player dashboards to promote responsible gaming habits.
Mental health consultant Brianne Doura-Schawohl warned that without prioritizing protective measures, legalizing online gambling could exacerbate gambling-related harms.
Establishing Regulatory Infrastructure by 2026
Industry experts express a range of views. Dave Rebuck, former head of New Jersey’s Division of Gaming Enforcement, shared that legal online gambling complemented physical casinos well, boosting overall revenues. Conversely, representatives of Virginia’s Moose Lodges expressed concerns that expanding gambling choices without sufficient controls might negatively impact charitable fundraising efforts.
There is consensus on the necessity of a dedicated regulatory body before expanding gambling options. Since 2023, the Virginia Lottery has temporarily handled gambling oversight, but lawmakers plan to formally establish the Virginia Gaming Commission by 2026. This commission will regulate all gambling activities, including casinos, sports betting, and charitable games.
The Growing Casino Market and Future Debates
Virginia’s land-based casino sector is relatively new, with three permanent casinos opened since 2022 and two others under construction. The debate over online gambling is expected to intensify in the coming months.
Lawmakers have scheduled further hearings ahead of the legislative session where a bill to create the Gaming Commission and legalize online casinos will likely be a prominent issue, signaling a significant step forward for Virginia’s gambling landscape.
