New Measures to Shield Ukrainian Soldiers from Gambling Risks

The Ministry of Digital Transformation of Ukraine, in partnership with the Ministry of Defense, has introduced a groundbreaking reform aimed at banning gambling activities for members of the armed forces. This initiative is designed to protect the mental well-being and combat effectiveness of military staff during ongoing conflict.

Protecting Soldiers and Their Families Through Gambling Restrictions

Officials emphasize that the ban seeks to prevent soldiers from developing gambling addictions that could adversely affect their readiness and the strategic strength of Ukraine’s military, especially given the prolonged conflict since February 2022. The ministries are developing a system to restrict servicemen’s access to gambling platforms, reinforcing efforts to combat gambling-related problems.

Implementation of Verification Procedures to Enforce the Ban

To enforce the restrictions, a mandatory verification system will be put in place. This system will identify whether a user attempting to access gambling services is a member of the military or part of a self-exclusion program. If so, the user’s account will be blocked, preventing further participation in gambling.

Addressing Challenges Beyond the Ban

While the move is widely supported, the effectiveness of the ban depends on ongoing monitoring and assistance for individuals denied access. There is concern about the proliferation of gambling websites near conflict zones, which may tempt military personnel into harmful gambling behaviors.

Concerns and Safeguards Surrounding the New Policy

Despite efforts to crack down on illegal gambling platforms, military members may still encounter unlicensed and exploitative sites that worsen gambling issues. To mitigate privacy concerns, the verification process will not disclose reasons behind gambling restrictions, protecting personal information.

Regulatory Oversight and Enforcement Actions

The organization PlayCity, in collaboration with Ukraine’s recently established regulator, has been actively blocking unauthorized gambling websites. In 2025 alone, over 2,500 illegal sites have been shut down, demonstrating a commitment to maintaining a secure and controlled online gambling environment.
