The UK Gambling Commission (UKGC) has released the first report in a series aimed at shedding light on the illegal online gambling sector in the United Kingdom.

This initial research concentrates on understanding the behaviors, motivations, and profiles of players involved in unlicensed gambling sites. Future reports will explore other critical facets such as user engagement, enforcement strategies, and the challenges faced in curbing the black market.

Understanding Player Motivations: Different Paths to Offshore Gambling

The report addresses gaps in evidence regarding the scale of illegal gambling and the characteristics of those who engage with offshore operators. Findings indicate that the reasons players choose offshore gambling resemble those for players who opt for regulated websites, with attractions like better odds and appealing promotions.

However, distinct factors also emerge. Some players prefer offshore platforms because they accept cryptocurrencies or allow gambling even after self-exclusion. Additionally, a portion of users are not fully aware whether the platforms they use are legally licensed.

International trends align with the UKGC’s findings, showing that offshore gambling consumers often are younger males or high-stakes bettors seeking gaming experiences unavailable in their home markets.

The UKGC categorized offshore gamblers into four main groups: self-excluders who gamble despite having opted out, skilled advocates interested in new game types, social explorers who discover offshore sites via social media, and accidental tourists who encounter such websites by chance.

The Risks of Illegal Gambling: Unsafe, Unfair, and Criminal

Andrew Rhodes, CEO of the UK Gambling Commission, stressed the critical importance of shielding UK players from illegal gambling markets. He described these markets as unsafe, unfair, and linked to criminal activities, underscoring the commission’s commitment to rigorously tackle these threats.

“To effectively fight the illegal market, it is essential to have a comprehensive understanding of its operations. This report is a vital step towards building that knowledge in what is a complex area to study.”

Rhodes highlighted ongoing efforts by the UKGC to intensify disruption initiatives and collaborate with various organizations aimed at reducing the harm caused by illicit gambling.

In support of these efforts, the UKGC has introduced an Illegal Gambling Hub to inform UK consumers about identifying and avoiding illegal and unlicensed gambling services.
