The United Arab Emirates (UAE) is preparing to expand its regulated gaming sector by implementing a new framework that grants a single online gaming license to each of its seven emirates. This licensing model follows the existing approach for land-based casinos, in which each emirate permits only one gaming operator.
Strategic Rollout of Online Gaming Licenses and Partnerships
The General Commercial Gaming Regulatory Authority (GCGRA) intends to issue a maximum of seven business-to-consumer online gaming licenses, corresponding to one license per emirate. However, participation will depend on whether individual emirates opt into this scheme. Currently, Ras Al Khaimah holds a land-based gaming license awarded to Wynn Resorts for their multi-billion dollar resort on Al Marjan Island. Industry insiders anticipate Abu Dhabi will be next to engage in this sector, with initial online gaming activities expected to commence in two or three emirates.
The UAE is actively advancing its regulatory framework to balance innovative gaming solutions with stringent oversight. Recently, the regulator approved several technology provider licenses, signaling readiness to support licensed operators. These include companies like Hub88 Holdings, Live88—both subsidiaries of Yolo Group—and sports analytics firm Sportradar AG. Such approvals pave the way for a structured and compliant online gaming environment.
Enhancing Market Confidence with Data and Integrity Solutions
Sportradar’s recent approval enables the company to supply its advanced data analytics and integrity services to licensed gaming operators in the UAE. With international partnerships including UEFA and the NBA, Sportradar aims to strengthen transparency and combat fraudulent activities such as match-fixing within the UAE’s emerging betting market.

Kevin Mullally, CEO of the GCGRA, recently articulated a progressive vision for the UAE’s gaming landscape.
