Two Men Arrested After Kidnapping and Assault Incident at Oklahoma Casino

Incident Overview and Arrests
Early on August 17, two men were arrested in Arkansas following a serious crime reported at the 7 Clans First Council Casino & Resort in Oklahoma. The victims and suspects’ situation unfolded after a woman claimed she was kidnapped and sexually assaulted at this tribal casino.
Details of the Arrest
Law enforcement responded to a call just after 1 a.m. at the 1600 block of South Sixth Street in Arkansas City. Authorities identified the suspects as 35-year-old Luis Miguel Dominguez and 24-year-old Jose Fernandez-Lux Morales, both residents of Arkansas City.
Police were alerted to a kidnapping involving a gray SUV believed to have been used in the crime. They found this vehicle shortly before 1:30 a.m. on the 400 block of South Eighth Street. Inside were the two men and the woman who stated she was taken against her will from the casino and sexually assaulted. The woman received medical attention at a local hospital following the incident. Both suspects were arrested and booked on several charges, including aggravated kidnapping. Dominguez faces additional charges for rape and aggravated criminal sodomy.
About the Casino
The 7 Clans First Council Casino & Resort is situated in Newkirk, Oklahoma, near the Kansas border. It is the largest among the five tribal casinos owned by the Otoe-Missouria Tribe of Indians. The casino offers around 1,200 slot machines and approximately 24 live dealer table games such as craps, roulette, and blackjack.
Current Legal Status of the Suspects
Both suspects are currently held at the Cowley County Jail. Dominguez is charged with three felonies and has a bond set at $1 million, while Morales’s bond is set at $500,000. Furthermore, Dominguez is subject to an immigration hold issued by U.S. Immigration and Customs Enforcement (ICE), which allows for up to 48 hours’ holding beyond his scheduled release for potential deportation proceedings.
Additional Background and Ongoing Investigation
Dominguez has a long history of legal issues in Kansas, including offenses such as failure to pay child support, court appearance violations, driving without a license, and domestic battery. It remains unclear why Morales faces fewer charges compared to Dominguez. The Arkansas City Police Department continues to investigate the case closely to determine all facts and potential additional charges.
