A lively and crowded public hearing held on Wednesday sparked a heated debate over the proposed establishment of a Caesars Palace casino in Times Square. Supporters and opponents gathered in large numbers, voicing their strong opinions and concerns about the potential impact of the development.

Supporters Highlight Job Creation and Community Benefits

The ambitious plan, backed by prominent entities including SL Green, Caesars Entertainment, and Roc Nation, aims to transform 1515 Broadway into a vast 150,000-square-foot gambling and entertainment venue. This facility is envisioned to feature a 1,000-room hotel, multiple dining options, and entertainment spaces. It is among eight contenders vying for one of three coveted downstate casino licenses.

During the meeting at Scandinavia House in Manhattan, over 150 community members shared their views with the Community Advisory Committee (CAC), the six-member group responsible for recommending whether the project should advance to the state review stage. The event drew such a large crowd that some attendees were left outside under the sweltering summer heat due to limited space.

The majority of pro-casino voices came from union members in the construction and hospitality sectors. They underscored the potential for thousands of new jobs during the construction phase and for ongoing employment opportunities afterward. Advocates emphasized how the casino could revitalize the neighborhood, attract tourism, and stimulate economic growth over the long term. Support also came from organizations like Callen-Lorde and the Lower East Side Ecology Center, who welcomed the developers’ commitments to community investment and collaboration.

High-profile supporters including rapper Fat Joe and radio personality Charlamagne participated, while representatives from Laborers Local 79 and SMART Local 137 spoke about promises of fair wages, improved neighborhood safety, and pathways to middle-class employment for New Yorkers.

Opponents Warn of Threats to Broadway and Community Integrity

Opposition voices were equally passionate, with Broadway actors, theater staff, and local residents expressing concerns that the casino could divert audiences from theater productions, jeopardizing tens of thousands of related jobs. The Broadway League emphasized that the cultural and economic vitality of Times Square depends on its theaters rather than gambling establishments. They also raised alarms about potential increases in crime and human trafficking, with adverse effects on the area’s quality of life.

In a coordinated display of resistance before the hearing, digital billboards on several Broadway theaters prominently displayed the message “No Times Square Casino.” Critics also took issue with the outreach efforts, highlighting a lack of engagement with nearby community groups and questioning the timing and location of the hearing which they felt was inconvenient for theater workers to attend.

Developers Aim for Broader Times Square Revitalization

In response, the developers maintain that the casino will act as a catalyst for a larger revitalization of Times Square, boosting demand for hotels, restaurants, and retail outlets while committing millions in public and community investments.

The CAC plans to conduct a follow-up hearing prior to a vote on the proposal, which is scheduled by September 30. Should the project receive local approval, it will proceed to the state Gaming Facility Location Board, which will select the final three winning casino developments.
