Overview of the Fines Issued by Sweden’s Gambling Regulator

Sweden’s gambling authority, Spelinspektionen, has imposed fines on three gaming software providers for collaborating with operators that do not hold the required license to operate in the country. The companies penalized include EGT Digital Gaming, Quickspinn, and Kalamba Games.

Sanctions Against Kalamba Games

Kalamba Games Limited was issued a warning and a fine after it was discovered that the company supplied gaming software to unlicensed operators. The regulatory inspection on May 9 revealed Kalamba’s involvement in providing games to offshore casino websites without proper licensing.

Although Kalamba obtained a five-year license to supply games to licensed Swedish operators on April 15, 2024, the rules strictly prohibit licensed providers from supporting unlicensed operators. Consequently, Kalamba was fined SEK 60,000 (approximately $6,400). The company accepted responsibility and pledged to take corrective action.

Quickspinn Receives the Highest Penalty

Quickspinn AB, owned by Playtech and licensed for five years as of April 19, 2023, also faced sanctions for distributing games to unlicensed casinos. The regulator identified this breach on May 15 and ordered Quickspinn to stop supplying software to these unauthorized operators.

The fine for Quickspinn was SEK 650,000 (around $69,000), marking it as the largest penalty of the three providers.

EGT Digital Gaming Fined for Non-Compliance

EGT Digital Gaming Ltd was the third company penalized after Spelinspektionen discovered its games on unlicensed gambling sites. Although licensed for five years starting October 1, 2024, EGT faced a warning along with a SEK 5,000 (roughly $535) fine.

By May 23, 2025, EGT confirmed it ceased all software production, supply, installation, and modifications for operators without valid Swedish licenses.

Additional Regulatory Actions

In a separate development, Spelinspektionen recently banned two operators, Ryker BV and Bitx Operations NV, for illegal activities. The regulator also concluded a case involving the Swedish Postcode Lottery and announced the appointment of a new director general to lead the agency.
