Suspended Florida Sheriff Linked to $21M Gambling Operation

Allegations Against Former Osceola County Sheriff
Recently unsealed documents reveal serious accusations against Marcos R. Lopez, the suspended sheriff of Osceola County. Prosecutors claim he played a key role in supporting and protecting an extensive multimillion-dollar gambling network operating throughout Central Florida.
$21 Million Generated Over Five Years
A detailed 255-page affidavit outlines Lopez’s direct involvement in the illegal gambling ring. He allegedly helped identify new operation sites, shielded gambling operators from scrutiny, and accepted substantial cash payments. The network is reported to have generated more than $21 million between 2019 and 2024.
Lopez, described as a “silent partner” in at least one illicit venture, was arrested in June on charges of racketeering and conspiracy. He has pleaded not guilty to these first-degree felony accusations and is currently released on a $1 million bond.
The arrest warrant indicated that Lopez’s initial participation involved exchanging protection for political campaign funding and personal payments.
Governor Ron DeSantis promptly suspended Lopez and appointed Christopher Blackmon as interim sheriff while the investigation continues.
Collaboration with Business Partner Ying “Kate” Zhang
Before winning the sheriff’s election in 2020, Lopez is believed to have formed a partnership with business investor Ying “Kate” Zhang to establish an “internet amusement café,” commonly used as a front for illegal gambling operations known as sweepstakes parlors.
According to the affidavit, Lopez reassured Zhang through text messages that he would provide protection, stating, “Nothing to worry about. When I win, we will launch the first internet amusement café in Osceola County. You will be safe because I will be your sheriff.” Zhang has since reportedly left the country.
Lopez also introduced Zhang to Krishna Deokaran, the head of several gambling establishments in Lake County, including the Eclipse Social Club. With Lopez’s support as sheriff, the group expanded its operations further.
Although Deokaran proposed opening a site near the sheriff’s office, Lopez rejected the idea as being too conspicuous. However, after a raid at a rival venue, Lopez texted, “I shut the place down. It’s ours.”
Active Role in Gambling Operations and Payments
Investigators note that Lopez frequently visited the Eclipse Social Club, occasionally wearing his official uniform. He assisted with leasing properties and recruiting operators in several counties. In return, Lopez reportedly received payments ranging from $10,000 to $35,000 in cash during meetings, totaling approximately $700,000.
Statewide Crackdowns on Illegal Gambling Venues
Lopez’s case emerges amidst increased statewide efforts to clamp down on unlicensed gambling arcades. Recent raids across Polk, Miami-Dade, Cape Coral, and Port Richey have uncovered hundreds of illegal gaming machines and large amounts of cash. These venues often disguised themselves as internet cafés or social clubs to evade gambling laws.
