These arrests took place throughout the past year, showcasing the country’s increased efforts to dismantle illegal gambling networks that affect communities nationwide.

Targeting Both Local and International Gambling Networks

The crackdown has targeted both domestic gamblers and foreign-based operators who frequently advertise and promote gambling services within South Korea. The enforcement actions spanned from November 2024 through October 2025, reflecting a comprehensive national effort.

Impact on Young Adults and Vulnerable Populations

Illegal gambling has been notably impacting younger generations, especially individuals in their 20s and 30s, many of whom face lifelong challenges related to gambling addiction and financial difficulties. Approximately half of those arrested fall within this age range. Disturbingly, some arrested individuals were minors and even young children, highlighting the widespread reach of illegal betting activities.

Among those detained, 97 were allegedly involved in orchestrating illegal gambling businesses that generate an estimated $360 million by targeting South Korean citizens.
