Resorts World Commits $2.5 Billion to the MTA with Casino License Win

Resorts World New York City has pledged to contribute an impressive $2.5 billion to the Metropolitan Transportation Authority (MTA) between 2026 and 2029, should it be awarded one of New York State’s coveted downstate casino licenses this December. This commitment exceeds the MTA’s own projected revenue from casino-related sources, which is estimated at $1.8 billion for the same period.

Early 2026 Opening Planned as NYC’s First Full-Scale Casino

The casino project, located in South Ozone Park, hinges on approval from state officials by the end of 2025, aiming for a full launch as early as March 2026. Resorts World’s proposal includes a $600 million license fee — $100 million above the state’s minimum requirement — alongside $1.9 billion in taxes over four years, all earmarked to support the MTA. The funds are intended to stabilize the transportation agency’s finances amid ongoing budget challenges.

If approved, Resorts World New York City would become the first licensed commercial casino within New York City limits, as competing venues are expected to open only after 2030. Representatives from the company emphasize that revenue will benefit not only public transit but also education, with an anticipated $2 billion directed towards schools and $2.5 billion allocated for transportation infrastructure.

Robert DeSalvio, head of Genting Americas East, described the initiative as a catalyst for sustained economic growth. He highlighted that the expansion transcends gambling, aiming to enhance the broader economy and bolster essential public services.

Massive Redevelopment at Aqueduct Racetrack to Generate Thousands of Jobs

The proposal includes a transformative $5.5 billion redevelopment of the Aqueduct Racetrack site into an integrated 5.6 million-square-foot resort. Planned features encompass a 500,000-square-foot casino floor housing over 6,000 slot machines and 800 gaming tables, alongside a venue capable of seating 7,000 guests for entertainment events. The development will also offer 2,000 hotel rooms, more than 30 dining and drinking establishments, and extensive parking facilities.

Currently employing around 1,000 people, Resorts World anticipates the expanded complex will create approximately 5,000 permanent jobs in addition to a similar number of union construction positions. The company has pledged that at least 50% of the new hires will come from the Queens community.

Support from local officials is strong, with leaders emphasizing the potential benefits for transit funding and job creation. Queens Borough President Donovan Richards Jr. highlighted the plan’s promise to inject crucial funds into the city’s transportation system, while Assembly Member Stacey Pheffer Amato commended Resorts World’s consistent support of public initiatives, labeling it a model for reliable collaboration.

Since opening in 2011, Resorts World New York City has contributed nearly $5 billion to public education across the state and over $2 billion to the horse racing industry. Managed by the Genting Group, the venue attracts approximately five million visitors annually and continues to expand its status as a premier entertainment destination in the region.
