Portugal’s New Casino Licensing Initiative
Portugal has introduced a fresh licensing process for five new casino ventures located across three regions: Algarve, Espinho, and Póvoa de Varzim. These licenses will authorize operations for a term of 15 years, as confirmed by an official announcement.
Distribution of Casino Licenses
Among the five licenses, one will be granted to each of the cities Espinho and Póvoa de Varzim, permitting each to host a single land-based casino. The Algarve region will offer three licenses, which cover the areas of Vilamoura, Monte Gordo, and Barlavento.
Current Operators and License Transition
Presently, the license in Póvoa de Varzim is held by Estoril Sol, while the casino operations in Espinho, Vilamoura, and Monte Gordo are managed by Solverde. It remains uncertain if these incumbents will maintain their licenses or if new applicants will be selected. Interested parties have until September 2, 2025, to submit their final proposals.
Typically, existing license holders may retain their operational rights by winning the bid. However, if unsuccessful, they may need to relinquish their licenses for the next 15 years. Winners generally gain control of the current casino equipment on-site, except in the case of Barlavento, where equipment ownership is treated as an independent matter.
Eligibility and Evaluation Criteria
Applicants must satisfy stringent eligibility standards, demonstrating a successful background in operating games of chance over the past five years, including notable achievements during the last two years. This proven track record can stem from operations in Portugal or any other regulated jurisdiction.
Each submission will be evaluated through a defined methodology considering various factors, including the proportion of gross gaming revenue allocated as a variable fee, fixed annual fees, minimum proposed variable fees, among others.
Licensing Fees and Costs
Additionally, successful bidders will be required to pay an upfront licensing fee, which differs according to the location of the license. The fee for licenses in the Algarve region is set at �831 million, Espinho requires �836 million, and Póvoa de Varzim’s license is priced at �833.7 million.
