The Philippine government has recently deported 91 Chinese nationals who were involved in unauthorized online gambling activities within the country. These individuals were sent back to China where they are expected to face legal consequences due to the strict gambling prohibitions enforced there.
Background: Challenges with Offshore Gaming Operations in the Philippines
Previously, the Philippines supported a regulatory framework known as the Philippine Offshore Gaming Operator (POGO) which permitted foreign-based companies to conduct online gambling businesses locally. This industry attracted a sizable workforce from across Asia but eventually became notorious for its connections to fraudulent schemes and other illicit practices.
In response to mounting concerns about illegal operations and criminal activities linked to POGOs, the Philippine government banned these entities and initiated measures to dismantle remaining operations. Despite these efforts, some POGO groups continued unauthorized activities in a covert manner, prompting ongoing government enforcement actions including arrests and deportations.
Deportation Process and Government Coordination
Following directives from President Ferdinand “Bongbong” Marcos Jr., the Bureau of Immigration organized the deportation of the 91 apprehended Chinese workers. They were transported home via a Philippine Airlines flight on September 19, coordinated with the Chinese embassy to ensure proper repatriation.
This operation was conducted by the Deportation and Implementation Unit of the Bureau of Immigration, with collaboration from multiple government departments to enforce the law effectively.
Authorities reported that several other individuals connected to illegal offshore gambling remain detained pending further action.
Firm Stance on Illegal Foreign Workers
Joel Anthony Viado, commissioner of the Bureau of Immigration, emphasized the country’s commitment to strictly enforce immigration laws and hold offenders accountable.
He stated, “We are unwavering in implementing our immigration regulations. Those who misuse their stay in the Philippines or engage in unlawful activities will face legal consequences.”

Separately, the Philippine Senate recently made notable changes in leadership, including the removal of Senate President Francis Escudero following allegations involving misuse of public funds and money laundering tied to the casino industry.
