PGCB Imposes $300,000 Fine on Valley Forge Casino After Minor Gambles Unsupervised

Incident Overview
The Pennsylvania Gaming Control Board (PGCB) has levied a substantial fine against Valley Forge Casino Resort located in Montgomery County. This action followed an incident where a 13-year-old boy was permitted to gamble for multiple hours inside the casino, despite legal restrictions.
Legal Age Restrictions and Casino Responsibility
In Pennsylvania, individuals must be at least 21 years old to legally engage in gambling activities or even access casino gaming areas. Casinos bear full responsibility for enforcing these age limits to prevent underage gambling.
Unauthorized Entry and Gambling Session
The minor gained entry on the casino floor by using his father’s identification, which was verified by security personnel who did not notice the boy accompanying the man. During his time on the floor, the boy reportedly wagered approximately $1,640. Details regarding his winnings or losses have not been disclosed. Throughout the visit, the boy remained mostly alongside his father, and was even served a soda by a casino staff member.
Detection and Consequences
The unauthorized gambling was discovered the following day when the pair attempted to enter the casino again and security identified the boy, denying him access. Further review of surveillance footage confirmed the previous day’s activity.
As a result, the casino has been fined $300,000. The father faced legal repercussions, including charges for aiding the minor in gambling and has pleaded guilty. The casino’s security personnel involved received final warnings and underwent additional training to prevent similar incidents in the future.
Regulatory Enforcement and Industry Context
This case highlights a significant lapse in compliance with Pennsylvania’s gambling laws, prompting the PGCB to take robust enforcement action. Earlier in the year, the board also issued fines to BetMGM and other casinos for similar violations such as allowing self-excluded individuals to enter gaming areas.
