Pennsylvania Gaming Authority Penalizes FanDuel and Rivers Casino, Prohibits Seven Individuals from Gambling

Gaming Violations Lead to Significant Fines in Pennsylvania
The Pennsylvania Gaming Control Board (PGCB) has imposed fines totaling $70,000 on two prominent gaming operators following investigations into regulatory breaches. Alongside these financial penalties, the board has banned several individuals from participating in the state’s gambling activities due to a range of offenses.
Licensing Breaches and Underage Gambling Issues Identified
On July 23, the PGCB revealed that it fined Betfair Interactive, operating as FanDuel, and Sugarhouse HSP Gaming, which manages Rivers Philadelphia Casino, for regulatory violations. FanDuel was fined $40,000 after the board found that multiple employees were working without the proper gaming licenses. Meanwhile, Rivers Philadelphia Casino faced a $30,000 penalty after the board discovered two separate incidents where underage individuals were allowed into gambling areas and participated in betting activities, despite the legal minimum age being 21.
Seven Individuals Added to Gambling Exclusion Lists
In parallel with the fines, the PGCB has acted to keep the gambling environment safe by adding seven people to its involuntary exclusion lists. Those banned are prohibited from entering casinos, engaging in video gaming terminal halls, playing online, or otherwise partaking in gambling within Pennsylvania. These new additions bring the total number of excluded players to 1,411.
Five of the excluded individuals are barred from all casino premises due to various violations. A notable case involved a woman who left two young children, ages 8 and 9, unattended in a hotel room at Hollywood Casino for over seven and a half hours while she gambled. This incident raised serious concerns about child safety, prompting the PGCB to remind patrons that leaving minors unattended in vehicles, hotel rooms, or other casino areas is dangerous and unacceptable.
The board emphasized its ongoing “Don’t Gamble with Kids” awareness initiative and urged parents and guardians to exercise responsibility. The remaining two individuals were barred from online gambling for engaging in fraudulent behavior related to interactive gaming.
