Norfolk is poised to introduce Virginia’s newest land-based casino, crafted through a partnership between Boyd Gaming and the Pamunkey Indian Tribe. Official construction began in early 2025, with an exciting plan not just for a permanent casino resort but also for a temporary gaming venue to serve local enthusiasts in the meantime.
Project Features and Opening Timeline
The planned casino resort will be an extensive entertainment complex featuring roughly 200 hotel rooms, several dining options, recreational amenities, and a gaming area equipped with around 1,500 slot machines, 50 table games, and a sportsbook. Boyd Gaming has shared its intention to launch the full-scale resort by 2027, while the temporary facility, known as “The Interim Gaming Hall,” is set to open by November 2025. This interim venue, located adjacent to Harbor Park Minor League Baseball Stadium, offers the community a preview of the gaming experiences Boyd plans to deliver.
Anticipated Economic Impact on Norfolk
City officials express strong optimism about the casino’s role in revitalizing Norfolk’s economy and downtown scene. Sean Washington, executive director of the Norfolk Economic Development Authority, highlighted expectations that the casino, alongside the Norfolk Tides baseball team, will invigorate local economic activity.
The project is projected to generate approximately 2,850 jobs during the construction phase and create 850 permanent positions once operational. Over its first ten years, the casino is estimated to inject around $2.9 billion into the local economy, providing substantial financial benefits to the area.
