A $5.5 billion plan to expand the Resorts World Casino located at the Aqueduct Racetrack in Queens has received unanimous approval from New York’s Community Advisory Committee. This step brings the project closer to securing one of the coveted state casino licenses.

Queens Project Endorsed, Promising Thousands of New Jobs

The committee’s 6-0 vote on September 25 marked a significant milestone for the casino expansion, which is expected to generate approximately 24,000 new jobs. The victory follows the collapse of a competing casino proposal for Times Square, which was backed by Jay-Z, Caesars Entertainment, and SL Green Realty but ultimately failed due to strong opposition from Manhattan theater owners and local residents.

Queens Borough President Donovan Richards, who supported the expansion, highlighted the borough’s pride and triumph in the decision, subtly referencing the ongoing rivalry between Queens native Nas and Jay-Z of Brooklyn. Richards emphasized that this approval reflects Queens’ increasing influence in New York City’s economic development.

A Multifaceted Development Beyond Gambling

The Resorts World expansion plans go beyond traditional casino games, including the introduction of poker and blackjack tables. The project also envisions a 7,000-seat entertainment venue and an academy dedicated to sports and media, developed in partnership with NBA champion Kenny “The Jet” Smith. Stakeholders believe this multifaceted development will significantly boost both employment and tax revenues at city and state levels.

Growing Momentum for Casino Projects in Queens and Yonkers

Nas joined the project team in 2024, highlighting the initiative’s focus on supporting working families and nurturing future community leaders. Although Nas was not present at the recent committee meeting, his involvement is seen as a cultural asset that will enrich Queens’ economic landscape.

Meanwhile, Desiree Perez, President of Roc Nation, expressed disappointment over the rejection of Jay-Z’s Times Square proposal, arguing that its long-term benefits were overlooked by critics in Brooklyn and Manhattan.

Existing Operations Give Queens and Yonkers Casinos a Competitive Advantage

Industry experts note that both the Queens and Yonkers casinos already operate successful slot machine parlors, highlighting their strong local ties and established revenue streams. MGM’s Empire City Casino in Yonkers also received approval this week, narrowing the field of competitors for the full casino licenses.

The New York State Gaming Commission holds the final decision-making authority and plans to award up to three full casino licenses by the end of the year. Other contenders include proposals for Coney Island, the Bronx, and a partnership between Mets owner Steve Cohen and Hard Rock near Citi Field.
