Regulators Enforce Compliance with New Fines

This week, Massachusetts regulators reaffirmed their strict oversight of the state’s sports betting industry by issuing significant fines. The Massachusetts Gaming Commission (MGC) levied a combined total of $80,500 in penalties against five leading sportsbook operators for non-compliance involving prohibited wager types. This regulatory action highlights the commission’s commitment to enforcing rules and maintaining market integrity.

Operators Voluntarily Report Compliance Lapses

The sportsbooks penalized include prominent industry players such as BetMGM, DraftKings, Fanatics, Caesars, and FanDuel. Some of these companies faced multiple fines due to repeated compliance issues. The majority of violations involved wagers that are explicitly banned in Massachusetts, particularly those related to individual college athletes.

Despite the frequency of these penalties, the Massachusetts Gaming Commission acknowledged that all incidents were self-reported by the operators, with several occurring during the early stages of sports betting regulation in the state. Since then, these operators have enhanced their internal compliance measures to minimize future breaches.

Commissioner Nakisha Skinner emphasized that while human error played a significant role in most violations, strict enforcement remains vital to maintain a fair and orderly betting market. Problematic bets were quickly voided or customers compensated, which satisfied regulators, but the fines serve as a reminder that even unintentional mistakes will be met with disciplinary actions.

Prohibited Wagers Form the Core of Most Violations

Many fines were connected to bets on player props related to college events, with BetMGM fined for a single college prop bet and FanDuel scrutinized for wagers on a college quarterback’s performance. DraftKings also faced penalties for accepting multiple player prop bets during a college basketball game.

Other violations involved bets on Russian athletes, which are forbidden in Massachusetts. For instance, Fanatics and BetMGM were fined for accepting wagers on UFC fighter Petr Yan. Caesars received penalties for allowing bets linked to officiating decisions at an international soccer tournament, another wager type the MGC explicitly prohibits.

Fanatics incurred some of the most severe fines due to multiple serious infractions, including permitting bets on the Heisman Trophy, a banned market in the state. Regulators particularly criticized the large volume of wagers accepted before Fanatics flagged the issue for correction.
