Macau’s Gambling Industry Shines in 2025

In 2025, Macau’s gambling sector demonstrated remarkable resilience, achieving total gambling profits of MOP 247.4 billion (approximately $30.9 billion). This figure represents a 9.1% increase compared to 2024, underscoring the continued recovery of the region’s casino industry after the setbacks experienced during the pandemic period.

Performance Surpasses Government Forecasts

According to data released by the Gaming Inspection and Coordination Bureau, the year’s final gaming revenue not only exceeded the government’s revised projections but also outperformed the initial forecasts from late 2024. This strong performance resulted in revenues surpassing estimates by nearly MOP 19.4 billion (around $2.4 billion), highlighting robust growth throughout much of the year.

Despite this improvement, Macau has yet to fully return to its pre-pandemic peak. The 2025 revenues amount to roughly 84.6% of the gaming income recorded in 2019, the year before COVID-19 significantly disrupted travel and gaming activities. Nonetheless, these figures mark the highest annual total since the onset of the pandemic, reinforcing Macau’s position as the world’s leading casino market by revenue.

The final month of 2025, December, presented mixed outcomes. Casinos posted revenues of MOP 20.9 billion (about $2.6 billion), reflecting a 14.8% growth over December 2024. However, earnings were slightly lower than in November, dropping by just under 1%. Industry analysts suggest that high expectations following November’s strong results, combined with seasonal factors and the absence of major mainland Chinese holidays during the Christmas period, contributed to this slight decline.

Shift in Gambling Demand Fuels Recovery

Experts have observed a notable shift in the composition of Macau’s gambling market. The VIP segment, previously dependent on junket operators, has significantly contracted in recent years. Instead, recovery and growth have been driven by premium mass-market players and high-end direct participants. This change has been facilitated by targeted marketing efforts, increased investment in customer loyalty, smoother money transfer processes, and consistent visa policies.

Additionally, positive travel trends at the year’s end played a role in boosting gambling revenues. Visitor arrivals surged in late December, pushing total tourist numbers beyond Macau’s pre-pandemic records. This influx not only benefited casinos but also stimulated economic activity in hotels, retail outlets, and entertainment venues within the city’s major resort complexes.

Outlook for 2026 and Beyond

Looking ahead, the Macau SAR government has adopted a cautious stance for 2026, forecasting gaming revenues of MOP 236 billion (around $29.4 billion), which is a slight decrease from 2025’s total. While the sector embarks on the new year with positive momentum, uncertainties related to China’s broader economic landscape and regulatory framework are expected to influence future growth prospects.
