Lawmaker Highlights Risks of Banning Online Gambling in the Philippines

The Philippines has experienced various phases of regulating gambling, with the nation still debating the most effective strategy. While there are heated arguments on both sides, some lawmakers advocate for a balanced and practical approach instead of extreme measures proposed recently.
Gambling Will Persist Despite Any Ban
One widely discussed proposal is the complete prohibition of online gambling. However, Representative Joseph Bernos strongly opposes a total ban, pointing to historical evidence that such bans tend to strengthen illegal gambling markets that continue unabated.
He emphasized, “History shows that banning a popular yet contentious activity does not eliminate it; it simply pushes it underground, where there is no regulation, no accountability, and higher risks for the public.”
Bernos urged lawmakers and government officials to confront reality: adults enjoy online games of chance, and these activities will persist even if legislation tries to criminalize them.
He added, “Demand for online gambling exists, especially among adults. Banning legitimate platforms removes government oversight, resulting in lost revenue and empowering unlawful operators beyond our control.”
Calls for a Practical and Realistic Approach
According to Bernos, the main challenge lies not in the presence of regulated gambling platforms, but in inadequate supervision. He believes improvements in oversight can enhance player safety and discourage black market operations.
The lawmaker also highlighted the benefits of the gambling sector, including job creation, technological infrastructure support, and contributions to government coffers through taxation.
More measured proposals have included restrictions on advertising, some of which are already in place, along with suggested limits on deposits and betting amounts to protect consumers from gambling-related harm.
