Introduction of New License for Skill Machines

The Dutch Gaming Authority, known as Kansspelautoriteit (KSA), has introduced a distinct operating license specifically for skill-based gaming machines, such as pinball. This new license aims to support operators who focus exclusively on skill games, making it easier for them to enter the market.

Easier Access for Skill Machine Operators

Currently, the Netherlands uses a general gaming machine license that covers a wide range of machines, including slot machines in betting halls and skill-based machines. This all-encompassing license has made it challenging for operators that only offer skill machines to obtain permits.

The new specialized license simplifies this process by being quicker and more accessible. According to KSA, this limited license is designed to streamline approvals for skill machine operators.

The authority clarified that skill machines are those where the game outcome relies mostly or entirely on the player’s skill, rather than chance. These machines typically do not dispense monetary rewards but may offer incentives like additional playtime or extra rounds.

For example, pinball machines are classified as skill games because players can earn extra balls without receiving cash payouts.

While KSA has yet to disclose full details regarding the application process for this license, they have invited interested operators to reach out via email for more information soon.

COVID-19 Tax Refunds for Operators

In another update, the KSA announced plans to refund certain operators taxed during the COVID-19 pandemic despite mandatory business closures. This decision followed a Council of State ruling that these taxes should not have been imposed on operators forced to shut down involuntarily.

Eligible operators can submit their refund applications until November 14, 2025.
