Judge Voices Concerns Over Crime Linked to Westmoreland Casino

Probation for Man Found with Loaded Gun at Hempfield Casino
Westmoreland County judge Tim Krieger recently sentenced 26-year-old Kenneth J. Czarnecki to two years of probation, including one year under house arrest, after Czarnecki admitted to carrying a firearm without a license. Authorities discovered a loaded Sig Sauer handgun tucked in his waistband while he was playing blackjack at the Hempfield-based casino on February 2, 2021.
Czarnecki had been banned from the casino for 24 hours after initially bringing a weapon inside. Despite the ban, he returned before it expired, and witnesses spotted him wielding a gun again. He did not possess a valid permit for carrying a concealed firearm.
In interviews following his arrest, Czarnecki claimed he had no intention of using the gun and simply forgot he was carrying it when entering the casino. He emphasized that he had no plans to cause harm or alarm anyone during his visit.
Judge Highlights Rise in Crime Near Hempfield Gaming Venue
During the sentencing hearing, Judge Krieger expressed concern about a troubling trend of criminal activity connected to the Hempfield casino, which began operations in late 2020. The judge noted that many cases he oversees seem to have links to incidents occurring at or around the casino premises. While the facility may generate economic benefits, Krieger pointed out that it also appears to attract problems tied to gambling, drugs, and firearms.
The judge remarked on the detrimental effects he has witnessed in the community since the casino opened, lamenting the increase in what he described as unnecessary trouble in the area.
Casino Responds to Crime Concerns
Representatives from the casino did not directly respond to Judge Krieger’s criticism. Instead, spokesperson Tom Meinert referred to data presented during a state licensing hearing months earlier, showing a reduction in crime rates in the vicinity since the casino’s launch. The casino also highlighted ongoing measures aimed at enhancing safety and security throughout the gaming property and the adjacent mall.
Sentencing and Additional Legal Matters
Czarnecki’s probation will overlap with sentences from two pending drunk driving cases he faces. His probation conditions prohibit firearm possession and require compliance with house arrest monitoring protocols.
