The Controversy Over Philippine Offshore Gaming Operators (POGOs)
The dispute between the Philippines and China centered around the operation of Philippine Offshore Gaming Operators, commonly known as POGOs. These entities were initially promoted as opportunities for secure and lucrative employment. However, investigations revealed that many POGOs were involved in illicit activities such as money laundering, illegal online gambling, and elaborate scams often referred to as pig-butchering schemes.
Reduction in Kidnapping and Fatal Incidents Among Chinese Nationals
One of the most alarming outcomes linked to POGOs was the kidnapping of Chinese nationals, many of whom were coerced into forced labor. Responding to these issues, China pressed the Philippines to take decisive action against these operators. Eventually, the Philippines implemented a full ban on POGOs starting January 1, 2025. Since the enforcement of the ban, reported kidnappings of Chinese citizens have decreased by half, and fatalities related to these crimes have dropped by 80%, marking significant progress in safety and security.
A critical discussion took place between the Chinese ambassador Jing Quan and Benjamin Acorda Jr., head of the Philippine Anti-Organized Crime Commission (PAOCC). This meeting highlighted the advancements made in combating illegal gambling activities as well as protecting Chinese nationals residing in the Philippines.
Strengthening China-Philippines Cooperation in Crime Prevention
The Chinese embassy publicly expressed gratitude toward Philippine law enforcement for their efforts in safeguarding Chinese citizens. It was also announced that both countries are committed to enhancing their collaboration to more effectively fight transnational crimes.
The embassy’s official statement emphasized the mutual goal of fortifying law enforcement cooperation between China and the Philippines, aiming to ensure safer exchanges of people, and bolster economic and trade ties.
China’s regional influence often reflects strong protective measures for its citizens abroad. For instance, early in January, China successfully cooperated with Cambodia to extradite Chen Zhi, a wealthy businessman accused of orchestrating a vast cryptocurrency fraud. He faces severe legal consequences upon return to China.
