Homeland Security’s Recent Crackdown on Illegal Gambling

The U.S. Immigration and Customs Enforcement’s Homeland Security Investigations division recently conducted a significant operation targeting illegal gambling activities. This campaign led to the arrest of several suspects and the confiscation of a large number of unauthorized gambling machines.

Major Seizures in Florida Operations

The enforcement action took place in Florida, carried out in partnership with multiple agencies including the Florida Gaming Control Commission. Raids were conducted at three different sites in Jacksonville and Orange Park. Authorities seized 230 illegal slot machines, 23 fish tables, and various other gambling-related equipment linked to these unauthorized activities.

Among those arrested were at least two women, although their identities have not been publicly disclosed. The raids, carried out by ICE’s criminal investigators on December 11, 2025, resulted in multiple arrests along with the confiscation of illicit gambling devices.

The initiative was named “Operation Funny Money.” Alana Zimmer, executive director of the Florida Gaming Control Commission, expressed her approval of the operation, emphasizing the regulator’s commitment to dismantling illegal gambling networks.

Florida is also preparing to strengthen its legal framework concerning illegal gambling in 2026, with plans to introduce stricter regulations to combat both land-based and online unauthorized gambling.

Rethinking the Approach to Illegal Gambling Enforcement

One proposed method to address illegal gambling is to impose stricter criminal penalties in hopes of discouraging offenders. However, research indicates that harsher punishments alone do not effectively deter illegal operators.

Despite ongoing enforcement, unauthorized gambling devices continue to appear throughout the state, partly due to limited legal alternatives available to players. A more effective strategy might be to expand and promote a regulated gambling market. Providing legal and modernized gambling options could expose illicit operators to healthy competition, making it harder for them to thrive as they cannot match the advancements and fairness offered by legal venues.
