The Hellenic Gaming Commission, Greece’s primary gambling regulatory authority, has initiated a significant crackdown targeting thousands of unauthorized gambling websites. These platforms have been identified as operating without proper licenses and potentially posing risks to local players.

Unregulated Market Threatens Licensed Operators

The commission’s actions come in response to a rapidly growing unregulated online gambling sector in Greece, which is estimated to generate approximately EUR 1.7 billion annually. This unregulated market has been steadily encroaching on the business of legally licensed operators within the country.

Across Europe, it is believed that up to 70% of online gambling activity may occur through offshore and unregulated sites. This widespread presence has prompted regulators and lawmakers to intensify efforts to mitigate the negative impact that these unauthorized platforms have on the industry and consumers.

In its latest enforcement wave, the Hellenic Gaming Commission has successfully blocked access to around 11,000 gambling-related websites. These include both illegal gambling operators and websites that promote unlicensed online casinos and sportsbooks, aiming to attract Greek customers.

Authorities and industry professionals are urging for tougher regulations and enhanced enforcement mechanisms that specifically target illegal operators. Additionally, there is a focus on improving player safety and exploring how emerging technologies might protect vulnerable individuals involved in online gambling.

Challenges in Combating Illegal Gambling Domains

Despite the commission’s decisive action, the unregulated gambling sector remains highly adaptable. Operators often quickly establish new websites to replace those that have been blocked, leading to a continuous cycle of domain disruptions and replacements.

Estimates suggest that up to 10,000 new gambling-related domains may be registered each month, which means that blocking thousands of sites, while impactful, addresses only a fraction of the problem.

Experts recommend that combating unauthorized operators will require more than just blocking domains. Strategies include strengthening the competitiveness of the domestic regulated market to better attract players away from offshore sites.

Developments in Greece’s Land-Based Gambling Sector

Beyond online gambling, the Hellenic Gaming Commission has begun to place increased emphasis on Greece’s land-based gaming industry. The country is preparing for the launch of two large-scale integrated resorts scheduled to open in Athens and Maroussi by the year 2028.

In advance of these projects, the regulator is working towards establishing clearer and more stringent licensing and operational rules. These measures aim to ensure that the upcoming developments align with the long-term objectives of the gambling oversight authority, fostering a well-regulated and sustainable gaming environment.
