Background of the Allegations

A former head of security at South Beach Casino in Scanterbury, Manitoba, has filed a lawsuit claiming wrongful termination. The former official alleges that his firing was retaliation after he reported illegal drug activities within the casino. The casino management, however, insists that his dismissal was justified due to workplace safety concerns related to sexual harassment complaints against him.

The Plaintiff’s Account of Events

Devin Morin, who led security operations at South Beach Casino & Resort, states that he was dismissed with cause in late July after raising concerns about drug use among staff and patrons. According to a statement of claim filed on December 9 at the Manitoba Court of King’s Bench, Morin alleges that the casino management fabricated sexual harassment allegations to remove him.

Morin began his employment at the casino in 2022 and reportedly received positive evaluations and bonuses. However, he claims the work environment deteriorated after he reported the sale of drugs inside the casino, including to employees. He also told the casino’s CEO that senior management might be involved in these illegal activities.

South Beach Casino, which is one of three casinos operated by First Nations in Manitoba, is managed by the Southeast Resource Development Council representing seven Manitoba First Nations. Opened in 2005, the venue has become a significant employer and tourist attraction in the Winnipeg area.

Casino’s Defense and Investigation

The casino firmly denies that Morin’s dismissal was an attempt to suppress complaints. Instead, the casino states that the decision to terminate his employment was made to protect staff following multiple harassment complaints against him, including allegations of unwanted sexual advances toward another employee in 2025.

An internal investigation was conducted, which included interviews and CCTV footage review. Morin denies all accusations of misconduct, claiming he was not shown any evidence or given a chance to respond. He also alleges the investigation lacked neutrality and that his employment contract was breached by the casino’s failure to use an impartial, qualified investigator.

Morin also criticized how his dismissal was handled, stating he was removed from the premises publicly in front of both employees and customers, causing humiliation and reputational harm. He is seeking unspecified damages and a declaration that his termination was wrongful. Meanwhile, South Beach Casino is requesting that the court dismiss the lawsuit entirely.
