Dutch Gambling Authority Welcomes Carol Verheij as Vice-Chair Ahead of Major 2026 Reforms
New Leadership to Steer Dutch Gambling Oversight
The Dutch gambling regulator, Kansspelautoriteit (KSA), is undergoing a leadership update in preparation for its ambitious reforms planned for 2026. Carol Verheij is set to join the KSA Board of Directors as the new vice-chair starting March 1. Her appointment is poised to play a key role in advancing the regulator’s oversight capabilities amid a climate of increasing regulatory challenges.
Carol Verheij’s Expertise Strengthens KSA Governance
Since the Netherlands legalized online gambling, KSA has been at the forefront of safeguarding player interests. To enhance operational efficiency, the regulator’s board structure now includes a full-time chair and two part-time directors responsible for setting strategic direction, representing the authority publicly, and nurturing connections with government bodies, international agencies, and industry partners.
Verheij brings a wealth of leadership experience from her extensive career in public service. She has held senior roles across multiple ministries, including Justice and Security, and has served as secretary-director of the Dutch Safety Board. Her deep knowledge of regulatory frameworks, compliance, and integrity oversight fits seamlessly with KSA’s renewed focus on consumer protection.

The regulator is moving to disrupt the broader networks that enable unlawful gambling, including intermediaries like payment processors, web hosts, and social media channels.
Player protection continues to be a top priority. Dutch law mandates that all online gambling providers adopt proactive safety measures, especially to address concerns surrounding youth and vulnerable players. Operators face considerable risks of fines and sanctions if they do not comply with strict advertising rules and anti-money laundering regulations introduced under European Union directives.
Since the 2021 legalization of online gambling, the Dutch market has expanded rapidly. Controversial topics such as advertising limits, addiction prevention, and competition from offshore operators remain under intense scrutiny.
