A recent Freedom of Information request has brought to light approximately 6,500 instances in 2024 where asylum seekers in the UK reportedly made or tried to make payments at gambling venues. This raises questions about how some of the financial support provided to asylum seekers may be spent.

Understanding the ASPEN Card System

The Home Office issues ASPEN cards to asylum seekers as part of a support program designed to help new arrivals integrate without facing severe financial hardship. These cards are loaded with weekly funds to help cover basic living costs.

Typically, individuals housed in temporary hotel accommodations receive £9.95 weekly on their ASPEN cards. This amount increases to £49.18 once they move into independent housing. While these sums are relatively modest, they are allocated to every asylum seeker to provide essential support.

Concerns Regarding Misuse of Funds

Despite the support’s intended purpose, there is evidence suggesting some recipients may use their funds for gambling. Vulnerable populations, such as immigrants, those living below the poverty line, and incarcerated individuals, are often more susceptible to gambling-related harms.

Critics have sharply responded to the revelations. Conservative shadow home secretary Chris Philp expressed strong disapproval, stating that it is alarming that money from British taxpayers is being used for gambling by asylum seekers.

Political Responses and Clarification of Facts

Philp criticized the spending, implying that asylum seekers do not genuinely need the support if they are using it on gambling activities. However, there are around 80,000 ASPEN cards in circulation, and the 6,500 gambling-related transactions represent about 8% of total instances, though this does not equate to 8% of individual cardholders.

This context indicates that while some misuse may occur, it is not widespread among all asylum seekers receiving the funds. The rhetoric used by some politicians may exaggerate the situation beyond what the facts suggest.

Home Office Response and Future Measures

The Home Office has confirmed that misuse of the ASPEN card funds is taken seriously, and those identified in wrongdoing will face consequences. The department has pledged to address any issues identified to prevent further misuse and ensure money is spent as intended to support living expenses.
