Introduction of a Dedicated Fund for Gambling Addiction

The Bulgarian Ministry of Health is taking significant steps to reduce gambling-related harm by proposing a new standardized framework specifically aimed at treating gambling addiction. A draft regulation open for public feedback aims to create a dedicated fund to support prevention, treatment, and protection initiatives, particularly focused on safeguarding younger individuals and providing greater access to assistance for those affected by gambling problems.

Funding and Structured Oversight

Following amendments to Bulgaria’s Gambling Act in 2024, licensed operators are required to make annual contributions toward responsible gambling efforts. These funds are collected by the National Revenue Agency and divided equally between the Ministry of Health and the Ministry of Youth and Sports. This new proposal seeks to enhance transparency in how health-related operator contributions are managed.

The legislation outlines a formal procedure for submitting, reviewing, and approving projects funded by this initiative. Eligible applicants include local governments, hospitals, schools, NGOs, and other public bodies. The focus is on projects that demonstrate long-term effectiveness and transparency in combating gambling addiction.

To ensure integrity and prevent misuse, the bill excludes political parties, religious groups, and entities with outstanding state debts from participating. Additionally, projects that resemble commercial ventures or single events, such as concerts or travel programs, will not qualify. Priority will be given to programs focused on treatment, outreach, and education that show measurable results over time.

Impact on Gambling Operators and Public Health Tools

Gambling harm remains a pressing concern in Bulgaria, with nearly 50,000 individuals registered on the national self-exclusion list, a voluntary system that blocks access to licensed gambling services. This growing number reflects an increased demand for support services. Importantly, the draft regulation does not impose new restrictions or additional obligations on gambling operators, maintaining a focus on prevention, education, and treatment.

Complementing these financial reforms, the Ministry of Health is launching new public resources, including an enhanced eHealth mobile application. This app offers information about the warning signs of gambling addiction and directs users to available support services, promoting earlier intervention especially for younger people who may not immediately recognize the problem.

Looking Ahead

The proposal is still at an early stage and is expected to undergo multiple revisions before becoming final. Nevertheless, it represents an important effort to reshape Bulgaria’s strategy for addressing gambling-related harm. Rather than treating addiction as an isolated issue, this initiative integrates it within a broader public health approach that prioritizes sustainable funding and coordinated action.
